Avoid 500ms debounce on IMAP IDLE notifications

Daniel Kahn Gillmor requested to merge dkg/experimental-remove-500ms-delay into experimental

This applies a functional speedup for dovecot, which enables low-latency messaging.

This is being used in the wild on Chatmail setups and has turned up no problems.

I'm asking to merge it in experimental initially because that branch seems active and we can get even more testing there, but from what i can tell it could also be merged into unstable safely.
