d/control: replace dependency on gnupg with gpg, gpg-agent

Replace the dependency the on gnupg metapackage with a dependency on the individual tools that are actually needed: gpg, gpg-agent. This allows satisfying the gpg dependency with gpg-from-sq (which can not and should not Provide: gnupg).
