Don't apply required-fields to PPA uploads

The Launchpad-Bugs-Fixed policy that we apply by default to Ubuntu uploads is only for the primary archive.

This was a bug that I missed when implementing the check, because I didn't realise that the ppa profile inherits from the Ubuntu one. It should skip required-fields I think.
