Pending upload for 1.6.4-1.1

Looked into this since it's uninstallable in Debian/unstable since one month.

I didn't manage to take care of https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=935764, but I took care of updating to latest upstream version (alrady pushed to upstream and pristine-tar branches) did some maintscript cleanups and refreshed debian/freeipmi-tools.lintian-overrides.

I would upload the corresponding source package if you've no objections.
