Fix some issues reported by lintian

• Use secure copyright file specification URI. (insecure-copyright-format-uri)
• debian/copyright: use spaces rather than tabs to start continuation lines. (tab-in-license-text)
• Use secure URI in Homepage field. (homepage-field-uses-insecure-uri)
• Bump debhelper from old 12 to 13. (package-uses-old-debhelper-compat-version)
• Drop unnecessary dependency on dh-autoreconf. (useless-autoreconf-build-depends)
• Remove unused license definitions for GPL-3+, CC-BY-SA-3.0. (unused-license-paragraph-in-dep5-copyright)
• Update standards version to 4.6.1, no changes needed. (out-of-date-standards-version)
