timespec: use the new TIMESPEC_RESOLUTION in a few more places

* lib/timespec-add.c (timespec_add): Also replace 999999999
with TIMESPEC_RESOLUTION - 1.
* lib/timespec-sub.c (timespec_sub): Likewise.
