Tests for module 'mbrtowc'.

* modules/mbrtowc-tests: New file.
* tests/test-mbrtowc1.sh: New file.
* tests/test-mbrtowc2.sh: New file.
* tests/test-mbrtowc3.sh: New file.
* tests/test-mbrtowc4.sh: New file.
* tests/test-mbrtowc.c: New file.
New module 'mbrtowc'.
* lib/wchar.in.h (mbstate_t): Override when the system does not have
mbsinit and mbrtowc.
