script/update-rc.d: DPKG_ROOT support for sysvinit (closes: #1056391)

I also sent patches to sysvinit and insserv. With those changes, it will be possible to create a chroot directory without calling foreign architecture binaries with sysvinit as the init system instead of systemd which is useful for architectures without systemd support like Hurd.
