Updates to Debian packaging

  • Add suckless-tools and i3-wm to suggests
  • Update notify patch to also fix tests on unsupported platforms

The second commit should probably be tested on a porter box before uploading. As @otto said, we could try to send a message to the Hurd mailing list to ask them to try to compile it.
