update d/control for console-setup

Osamu Aoki requested to merge osamu into master

Previous description caused impression that the installation of console-data is desirable thing to do. This updates removes such impression and guides people to use console-setup without worry.

This proposal comes from discussion: https://lists.debian.org/debian-doc/2021/10/msg00017.html

We now recommend console-setup as the primary recommendation now in the package dependency.

Since around 2010, the use of console-setup has declined and the new installation seems to install console-setup as the default.
