move libdl later in link to fix #964654

This fixes the FTBFS bug, at least to the extent that it now builds.

I'm a little suspicious about it in that when I built it locally the dbgsym package seemed not to have anything in it, so that needs to be checked.

The other patch adds the salsa-CI pipeline stuff to the package. If you want to enable that, you need to set the CI/CD settings to use 'debian/salsa-ci.yml' as the CI/CD configuration file (under 'General Pipelines').
