The doc/meson.build rules will try to find doxygen and
if found build html docs, but does not add an install
target for the generated files.

We thus manually copy the files into the installed
binary package directory (unless we're building
under the nodoc build profile, which is documented
to also require setting the DEB_BUILD_OPTIONS=nodoc
setting).

Since we strip out the docs directory, lets have uscan
modify the name of the tarball to signal that it's not
an unaltered upstream orig tarball.

Upstream ships html documentation generated by doxygen
in the `docs` directory. This includes a minified
version of jquery.js which triggers the lintian error
for missing source. (Lintian also triggers on menu.js,
because of long lines. This file looks to me like perfectly
acceptable preferrable form of modification, but lets
exclude all generated files and build them ourselves
if desired.)
