Switch to DEB822 source format

This MR switches local-apt-repository to the DEB822 source format. Signed-By: /dev/null is needed because Trusted: yes is not sufficient to make apt happy (it will still look for a non-empty field). @jak is this an acceptable usage of the Signed-By field, given the context (local sources)?
