Vietnamese translation

Giap Tran requested to merge txgvnn-guest/maint-guide:master into master

As the title, I'd like to create a new Merge Request with Vietnamese translation. We (Vietnamese Localization Team) have started since last year. When I started on 1.2.39 version, now I've just updated vi.po to 1.2.42

The upstream that we worked is (https://github.com/Debian-VN/maint-guide), I've reconstruct the commits to more clarify.

We hope you can have a look, then could merge this MR to the master branch.
