Fix some issues reported by lintian

• Bump debhelper from old 12 to 13. (package-uses-old-debhelper-compat-version)
• Update renamed lintian tag names in lintian overrides. (renamed-tag)
• Drop unnecessary dependency on dh-autoreconf.
• Fix day-of-week for changelog entries 3:4.8.1-4, 1:4.6.1-4, 1:4.6.0-4.6.1-pre3-1, 4.5.40-4. (debian-changelog-has-wrong-day-of-week)
• Drop transition for old debug package migration. (debug-symbol-migration-possibly-complete)
• Avoid explicitly specifying -Wl,--as-needed linker flag. (debian-rules-uses-as-needed-linker-flag)
