If "terse" is found in DEB_BUILD_OPTIONS, configure with
--disable-echo to make the output less verbose, as recommended by
Policy §4.9.1.

Note that --enable-echo has been the default for many years, so we do
not need to specify it explicitly (and for the test programs have
never done so).
