Install only one set of headers

Install the headers for the wide libraries in /usr/include directly,
those should be usable by the non-wide libraries as well.  At least
Fedora has been doing this for many years.

For programs that #include <ncursesw/curses.h> or similar, provide
compatibility symlinks in /usr/include/ncursesw.
