This is my fully fleshed out take on net-snmp: please enable systemd integration, it supersedes !7 (closed). Turns out the UDP transports weren't actually ready for socket activation yet. I'm submitting the patch upstream at https://github.com/net-snmp/net-snmp/pull/274.
