L10n man page transition to manpages-l10n

Upstream net-tools is dropping the translated man pages, they are shipped in manpages-l10n in the future. This requires a coordinated file transfer according to https://wiki.debian.org/PackageTransition, especially since it is unclear when upstream will actually ship a new release without the translated man pages.
