Update to upstream version '3.8.1+dfsg1'
with Debian dir 884bfb0d73b6516f63c27727be4c6aff6f57416c

Remove the spurious dependency on libgeoip-dev, as nothing in the source
uses that anymore. Upstream has migrated to GeoIP2 and the B-D on
libmaxminddb-dev was already introduced with f478423e.

While at it, also remove Suggests for geoip-database-contrib, as that
package does not exist anymore.

ntopng (3.8+dfsg1-2.1) unstable; urgency=high

  * Non-maintainer upload.
  * Add build-depends on libssl-dev (Closes: 920648)
