piuparts: detect files moving between / and /usr on upgrade

Luca Boccassi requested to merge bluca/piuparts:usrmerge into develop

The TC issued a recommendation to avoid moving files between bin|sbin|lib* and /usr/bin|sbin|lib* for the Bookworm cycle. Detect such moves and raise an error.
