no longer ship install-publicfile. Installing publicfile is (optionally)...

no longer ship install-publicfile.  Installing publicfile is (optionally) performed by build-publicfile now.  We use sudo(8) to get root access.  We no longer use /tmp.  Thanks FIXME/bugreporter.
