Draft: add gerbera runscript

Add runscript for the 'gerbera' UPnP media server in Debian.

Checks for networking before starting to avoid critical failure. I think it just needs sensible addresses to bind to so we look for global or link scope links, as that covers a link-local, e.g. IPv6 zeroconf network which should be adequate.
