Remove invocation of host gpg

Also fix not-dearmoring keys. Previously this would produce an empty file inside the chroot.

@mjt reported that sbuild -d unstable --extra-repository-key=... would run sudo. This happens because sbuild tries to invoke gpg on the host as BUILD_USER.
