Revert "debian/tests/build-procenv: add deb-src repository"

sbuild-createchroot should create a chroot with deb-src lines for its release. Building the test package procenv should not require to have the Debian unstable sources entry (especially on other distributions like Ubuntu). sbuild should take the procenv packages from that release.
