This is a restart of our discussion that we had for bug 848890
I rebased, regrouped and reordered the current delta that we have to match current salsa/debian/master to make it easy for you to merge the changes.
Furthermore in comparison to our old discussions I stripped the "mass enablement" changes to allow us to first focus on the changes that are easier to discuss&merge. We can re-tackle the more complex ones after we are done with those we have here.
Note: Ubuntu also picked the changes in Merge Request !4 (merged) but I removed it from this branch to be reviewed only once (in said MP !4 (merged)).
