Add a "Rethinking the TC" document

Margarita Manterola requested to merge marga/proposal into master

This document is the result of the discussion that took place during DC19 and the input received around it. And should be the foundation for the discussion to take place during DC20.

The goal of this merge request is to gather feedback both on the way the text itself is presented and on the context of the text.

More proposals are also welcome
