Todo.txt integration effort

These patches add todotxt-cli to the virtual todo and todo.txt packages, and add support for the optional todo.txt-base package.

Work on adding todo and todo.txt to the master list is progressing (OK - not so much. The bug is stalled - waiting for a second).
