New upstream version 3.2.0

Hi,

I'm packaging the 3.2.0 for Ubuntu in order to get OpenSSL 3.0 support, and I thought you'd like to incorporate the changes back into Debian. Sadly, I cannot risk waiting for the automatic sync as our feature freeze is by the end of the week :)
