Include u-boot-sunxi-with-spl.bin for all sunxi boards

Harry 88 requested to merge harry88/u-boot:use-u-boot-sunxi-with-spl-bin into debian/latest

Include u-boot-sunxi-with-spl.bin for all sunxi boards and make u-boot-install-sunxi always use it, since it's the documented way to install U-Boot on sunxi platforms. For more details see this comment on the bug report.
