Update to latest upstream releaste (0.10.0)

Tested by compiling with debuild on Debian testing and installing the created packages and checking that everything works. If there is a chance to get this merged (and released), I'm happy to do more serious testing with pbuilder.

Also happy to create a separate MR for the "upstream" branch if that's necessary.

Note: I followed what seems to be the "convention" of putting the subprojects (wf-touch and wf-utils) in the main directory and keeping the code in debian/rules that creates the subprojects directory that is required by the build. However, I don't fully understand why this is set up this way, and this will make the Debian .orig.tar.gz differ from the project's released tarball from here: https://github.com/WayfireWM/wayfire/releases/tag/v0.10.0 (which includes these under subprojects). Do let me know if doing this another way would be preferred.
