Include theme data

Birger Schacht requested to merge birger/wiki.debian.org:includethemedata into master

The css and image files for the debwiki theme were in another repository on http://git.deb.at/w/deb/moinmoin.git. There is no reason not to include the files in the wiki.debian.org repository on salsa and having everythin in one place makes contributions easier.
