Plumbed rooms are joined (and failed) before identification

It seems when the bridge disconnects from IRC and reconnects, it attempts to join the plumbed room before identifying to NickServ, which fails if the room is +R.

Both @bamf0 and me were in the Matrix #debian-apt channel but no longer in the IRC channel...
