Enable ROCm Support

Spaarsh Thakkar requested to merge Spaarsh/dbcsr:master into master

The MR aims to add ROCm support to the dbcsr package. The ROCm dependencies are of non-trivial size and, hence, a new binary package, libdbcsr-rocm-dev, is introduced to the dbcsr package. This new package is marked as being conflicting to the CPU-only package. Accordingly, the *.install files have been created.
