"FOSS license" term

I notice the term "FOSS license" used in conjunction with "DFSG compliant" throughout the policy document. I find it somewhat unnecessary due to the following reasons:

1. The term is vague as the document does not explicitly define it. IMO it implicitly refers to the FSF's definition of FOSS, but I may be wrong.
2. Most likely the requirements of the term are superseded by DFSG-compliance requirements.

Thus I suggest removing it.
