Update mujoco to 3.5.0

The PR bumps the Mujoco version to 3.5.0

Summary

  • Upgrade mujoco from 2.2.2 to 3.5.0 (major version bump)
  • Update SONAME from libmujoco2.2.2 to libmujoco3.5.0
  • Add new embedded header-only dependency: TriangleMeshDistance
  • Rework cmake patch and installation files for new upstream structure

Packaging Improvements:

  • Reworked -dev and samples installation files
  • Updated symbols file for amd64 architecture
  • Added hardening=+all to d/rules for security hardening
  • Fixed lintian warnings in d/control
  • Updated d/copyright for new files and cleaned up formatting
  • Updated lintian overrides
