Ignore DEBUG/INFO lines when comparing old/new sources.log.warnings files

Reduces the amount of output that needs to be read by the census admins.

Only applies to DEBUG/INFO lines that are far from changes to other
lines, diff has no option to ignore all changes to matching lines.
