CI and/or autopkgtest for tag2upload-builder-rebuild

tag2upload-builder-rebuild is getting more complicated (#51 (closed), #52 (closed), #53 (closed)) and I think we could really use advance warning if changes to mmdebstrap, autopkgtest-build-podman or podman itself, in sid, break it.

We could have a separate CI or autopkgtest that just tries to build it and then manually starts it up and runs a few things. Or ... could we possibly integrate it into t2u-integration?

(Enabling the job is blocked on ci-team/autopkgtest!529 (merged) reaching sid but we can decide what we want to do before then.)

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
