d/control: Suggest bind9-doc over bind-doc for the bind9 package

Mitchell Dzurick requested to merge mitchdz/bind9:mitchdz-debian/9.19-patch-21167 into debian/9.19

I know there's some history around wanting to remove the name bind9 and now have just bind, but if you install the bind9 debian package right now, it will suggest to install bind-doc which doesn't exist.

# apt-get install bind9
