Disable chroot'ing

Since version 1.0.0-3, unbound in Debian has disabled chroot'ing by default. This was accidentally re-enabled in 1.9.0-1 causing bug 921538.

Since chroot'ing requires special handling when using systemd notify feature, it's best to disable it again.
