Fix some issues reported by lintian

• Update lintian override info format in d/r-cran-rgl.lintian-overrides on line 1-11, 13-31. (mismatched-override)
• Trim trailing whitespace. (trailing-whitespace)
• Move source package lintian overrides to debian/source. (old-source-override-location)
• Set upstream metadata fields: Archive, Bug-Database, Bug-Submit, Contact, Name, Repository, Repository-Browse. (upstream-metadata-file-is-missing, upstream-metadata-missing-bug-tracking, upstream-metadata-missing-repository)
