kicad: correct Python wxgtk dependency

As an oversight while the Phoenix migration (aka wxWidgets 4.0) the also
new dependency on python3-wxgtk4.0 wasn't added.
Due this mostly all Python calls from the emededded Python API wont work
(correctly). Fixing the dependency will throw away such issues while the
usage of Python3 plugins in KiCad.
