Fix disabling mcode backend building on non-x86

To disable the mcode backend building again after a non-x86
architecture is detected, debian/rules sets WITH_MCODE to 0. However,
the WITH_* variables are tested for non-zero length rather than any
specific content. Fix this by setting WITH_MCODE to an empty value on
non-x86.
