Fix some issues reported by lintian

• Set debhelper-compat version in Build-Depends. (uses-debhelper-compat-file)
• Replace /var/run with /run for the Service PIDFile. (systemd-service-file-refers-to-var-run)
• Set upstream metadata fields: Bug-Database, Bug-Submit, Repository-Browse. (upstream-metadata-file-is-missing, upstream-metadata-missing-bug-tracking)
• Remove field Section on binary package globus-gridftp-server-progs that duplicates source. (installable-field-mirrors-source)
• Avoid explicitly specifying -Wl,--as-needed linker flag. (debian-rules-uses-as-needed-linker-flag)
