This fixes https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=1019202 by fixing the detection of the name and email address - i was going to merely document the workaround, but it turned out to be quite a simple fix

It also

adds an autopkgtest (nb that you would need to go to settings->CI in salsa and add debian/salsa-ci.yml)
which detected a missing dependency -- you can see on https://salsa.debian.org/rpil2/dh-make-elpa/-/commits/master?ref_type=heads that the tests failed before this
updates lintian warnings, and standards version
