New upstream release and other improvements

The new upstream release fixed compatibility with Emacs 29.1 and should in turn unblock all packages using it for testing to be compatible with Emacs 29.1.

Update: turns out the piuparts failure is due to piuparts limitation in detection files of the sbuild chroot, not an issue with the packaging. Leaving the errors here just for reference.

Currently piuparts fails due to a few not owned directories.
