Merging v0.33 from the new upstream

As discussed in Bug#1093398, I'm switching the upstream of emacs-pg-el.

Note that I'm currently merging an older release v0.33 as newer releases depends on peg which has not been packaged in Debian yet. It should still meet the requirement of emacsql.

I'll file ITP/RFS bugs on peg and update this to newer version once that graduates from NEW queue.
