drop gpg1 for test suite

flycheck (30-2) UNRELEASED; urgency=medium
* Drop gnupg1 build dependency (Closes: #848868).
This was added so the "recognizes an encrypted buffer" test could pass
under emacs24. However, upstream has since disabled that test for
emacs24 and below.
* Drop use-gpg1.patch
Similarly obsoleted by upstream change.

Subject: use gpg1
In order to use gpg 2.1 we need to pass "--pinentry-mode loopback" to
avoid gpg running pinentry-curses and waiting for interactive input.
For encryption, we can modify `flycheck/encrypt-string-to-file' to
pass these arguments, but for decryption we need the new
`epa-pinentry-mode' variable which will be available in Emacs 25.
Until emacs25 hits Debian, use gpg1.
