      Running these hooks inside `magit-refresh' has the benefit, that
      the refresh cache is used, possibly making expensive calculations
      unnecessary.  Using variables to control the commands for which
      the hooks should be called has the benefit that it is easy to add
      new commands (including third-party commands) without having to
      complicate their implementations.

      Do so using the new `magit-create-buffer-hook'.
      
      Doing this was the intention in [1: 1ec3d711] but that ended up
      jumping to the commits whenever `magit-status' was used.
      
      Fixes #3561.
      
      Note that it would have been more convenient for this feature if
      the previous commit had delayed running the new hook until after
      `magit-refresh-buffer' was run, but while that would have made
      sense here, that would have made that hook less useful generally
      speaking.

      This makes it necessary to drop `magit-mode-get-buffer's CREATE
      argument and call `magit-generate-new-buffer' directly from its
      caller `magit-mode-setup-internal', because turning on the mode,
      which happens later, would otherwise wipe all buffer-local values
      that were set using a hook function.
      
      The new hook is run before displaying and refreshing the buffer,
      making it possible to customize those actions during the initial
      setup.

      implementation of the command, while this key sequence serves as

      Bind "I" to this popup instead of to `magit-gitignore-locally'.
      That command is now available at "I l".  `magit-gitignore' (the
      global variant) is now available on "I g", but continues to be
      available on "i" by default.
      
      The purpose of this change is to make it possible to use "i"
      for `magit-imerge-popup' from the `magit-imerge' package without
      making `magit-gitignore' unavailable.

      As per the conventions, put stars at both ends of buffer names if
      possible.  When using the `uniquify' package that is not possible
      because then the name must end with the path.  Previously we put
      a star at the beginning anyway, but that is ugly so we no longer
      do that.
