Dependencies may end up containing "<" or ">" due to build profiles.

This is very much not the way I prefer to programmatically output HTML,
but rewriting debcheck to use a template-based approach would be a
rather larger change.

Based loosely on a partial patch from Chris Lamb.

udebs don't follow Debian policy, so sources that only ship udebs
conventionally don't have a Standards-Version.

Closes: #816449

Policy says that horizontal whitespace may occur before the value and is
ignored there; while it says that "it is conventional to put a single
space after the colon", it doesn't require that.  Weaken debcheck's
parser requirements slightly to match policy.

Policy 4.0.1 removed the requirement that packages may only depend on
other packages with equal or higher priority, so it no longer makes
sense to check this.

So you can click on the labels and not just on the checkboxes.

This is so that researchers who want access don't
have to ask questions about data access on the list.

This is needed so that links to the raw data can be added.

Redirect to a URL including the date range so that
the vistor can then edit the date range afterwards.

There is no point in them spending the database cycles for this.

The release team now include it in the excuses directly.

There's still the "write to bdb" and "write to public.popcon*" jobs.
The latter maintains the historical data for the popcon graphs.
